Surveying support for Pennsylvania’s largest bridge P3

About this Project

The PA P3 Major Bridge Program is a $2.3 billion infrastructure initiative launched by PennDOT to replace and rehabilitate aging interstate bridges across the Commonwealth. Delivered through a Design-Build-Finance-Maintain (DBFM) public-private partnership, the program includes 23 structures and over 21 miles of roadway improvements across six critical locations. The first package of six bridges, selected for their size, location, and structural urgency, includes the I-81 Susquehanna Bridges, I-80 Canoe Creek Bridges, I-78 Lenhartsville Bridge, I-80 over the Lehigh River, I-80 Nescopeck Creek Bridges, and I-80 North Fork Bridges. Construction began in 2023 and is expected to be completed by 2028, with long-term maintenance to be provided by Bridging Pennsylvania Developer I (BPD1) for a period of 35 years. The program is the largest bundled-bridge P3 ever delivered in the U.S. and has received multiple industry awards for innovation and financing.

AEG contributed early on by delivering comprehensive survey services. Construction began in July 2023 and is actively progressing at all six sites, enhancing safety, connectivity, and long-term infrastructure resilience.

Key project contributions include:

  • I-81 Susquehanna Bridges (Susquehanna County): AEG’s scope expanded from initial surveys to full support across all six bridge packages.
  • I-80 Canoe Creek Bridges (Clarion County): Dual bridge replacement over a three-mile corridor.
  • I-78 Lenhartsville Bridge (Berks County): Replacement and widening over Maiden Creek.
  • I-80 over Lehigh River (Luzerne & Carbon Counties): Two bridge replacements over a 1.5-mile stretch.
  • I-80 Nescopeck Bridges (Luzerne County): Dual bridge replacement over 1.5 miles.
  • I-80 North Fork Bridges (Jefferson County): Replacement of multiple structures and culvert extension.

AEG’s surveying expertise supported the program’s accelerated schedule and ensured the accuracy of geospatial data for design and construction teams. Our work contributed to the successful launch of one of Pennsylvania’s most ambitious infrastructure programs.
