About this Project

The Lebanon Landfill, operated by the Greater Lebanon Refuse Authority (GLRA), is a state-of-the-art, seven-cell, double-lined landfill complex serving over 143,000 residents across 25 municipalities in Lebanon County. As part of GLRA’s long-term solid waste management strategy, the facility is entering the final stages of closure for Cell 7, marking a significant milestone in the site’s lifecycle. The closure cap construction is a critical phase that ensures environmental protection, long-term stability, and compliance with regulatory requirements. GLRA’s commitment to sustainability includes advanced compaction equipment, GPS technology, and progressive land management practices that support both waste diversion and ecological stewardship.

AEG assisted with the closure cap construction effort by providing field technicians to monitor soil placement and perform moisture-density testing. Our team prepared daily reports documenting site activities, weather conditions, safety observations, and photographic records. Field compaction test reports were generated to verify compliance with project specifications. Laboratory testing was conducted in AEG’s in-house AASHTO accredited and USACE validated testing laboratory, ensuring high-quality data and reliable results. AEG’s role supported GLRA’s goal of delivering a safe and environmentally sound closure for one of Pennsylvania’s most progressive landfill facilities.
